Public Information Statement – How Vendor Panel Works

Balranald Shire Council is committed to ensuring public funds are spent in a fair, transparent and accountable manner. Council undertakes projects ranging from small maintenance works valued at approximately $1,000 through to major infrastructure projects worth several million dollars. All procurement activities are conducted in accordance with the Local Government Act, Local Government Procurement requirements, and Council’s Procurement Policy.

To promote transparency and value for money, Council uses VendorPanel, an online procurement platform that provides businesses with equal access to quotation and tender opportunities.

How the VendorPanel Process Works

1. Project Identification
   • Council identifies a need for works, services or supplies based on asset condition, community needs, strategic priorities, operational requirements or available funding.
2. Scope and Budget Development
   • Council prepares a scope of works, technical requirements and project budget.
3. Advertising the Opportunity
   • Depending on the value and complexity of the project, Council advertises requests for quotations or tenders through:
     • VendorPanel
     • Council’s website
     • Council’s Facebook page
     • Other advertising platforms where appropriate
4. Equal Access for Suppliers
   • Registered suppliers can view the opportunity and submit quotations or tenders electronically through VendorPanel.
   • All suppliers receive the same project information and are given equal opportunity to participate.
5. Questions and Clarifications
   • Suppliers may submit questions during the advertising period.
   • Responses are shared through VendorPanel to ensure all participants have access to consistent information.
6. Assessment and Evaluation
   • Submissions are assessed against predetermined criteria, which may include:
     • Price and value for money
     • Relevant experience
     • Technical capability
     • Safety and compliance requirements
     • Previous performance
     • Ability to meet project timeframes
7. Contract Award
   • The successful supplier is selected based on the evaluation outcomes and Council’s procurement requirements.
   • Contracts are awarded under delegated authority or by Council resolution, as applicable.
8. Project Delivery and Reporting
   • Council monitors project delivery to ensure quality, budget and time objectives are achieved.
   • Significant projects may be reported through Council meetings, progress updates, the Council website and social media channels.

Tenders received after the closing dates and time will not be considered. The lowest tender, or any tender will not necessarily be accepted by Council.
